Parliament’s RAF inquiry signals shift towards stronger governance, says NSI’s Chipkin
On 25 June, Ivor Chipkin, Executive Director of the New South Institute (NSI), was quoted in a Daily Maverick article about Parliament’s decision to launch a rare inquiry into South Africa’s Road Accident Fund (RAF).
The inquiry, conducted by Parliament’s Standing Committee on Public Accounts (Scopa), is only the fourth full-committee investigation initiated since 1994—following previous inquiries into Eskom (the national electricity provider), the SABC (South African Broadcasting Corporation), and Prasa (Passenger Rail Agency of South Africa).
According to Dr Chipkin, this action by Scopa represents a significant step towards stronger public governance. He noted that the committee is fulfilling its oversight role effectively by verifying whether public funds have been managed properly and procedures duly followed. Chipkin further pointed out that the decision signals broader political shifts towards enhanced governmental accountability in South Africa.
